The
future of renewable energy

Hydrogen Centre
Governments of most developed countries of
the world are aware that fossil fuels (oil, coal and natural
gas) have not many days left, so they have to search for new
alternatives.
Spain, for instance, will launch 24 different
research facilities where the development of different aspects
of renewable energy will be investigated.
One of these centres, which will be constructed in 2010, will be
located in the Polígono de La Nava in Puertollano. One of its
main functions is to develop, from hydrogen, better and more
efficient fuel cells.

Clean
energy as a challenge and opportunity
04/16/09
Castilla-La Mancha is determined to boost the
development of renewable and clean energy for the benefit of a
sustainable planet. Not surprisingly, they lead the production
of photovoltaic and wind energy. Furthermore, there is an
intention to lead solar energy in a period of about three or
four years with the installation of 14 plants of 50 megawatts
and an investment of more than 200 million euros each. All with
the goal that by 2012, all the energy that is produced is clean
(currently about 70% comes from renewable sources).
A good example of this is the National
Hydrogen Centre of Puertollano. The centre, which will be built
next year and be operational in 2012, will serve to advance
research related to one of the most abundant chemical elements
and with great capacity to store energy. It will also be a test
station in which companies can test the new systems that use
hydrogen as energy carrier, thereby contributing to the
implementation of renewable energy. Moreover, and as an example
of its capabilities, the centre will operate independently,
disconnected from the electric and gas network, using only
hydrogen as a store of photovoltaic or wind power.

The
regional government ensures the funding of new projects in
science and technology by the central government

The Minister of
Education and Science, Maria Angeles Garcia met with the
Minister of Science and Innovation, Cristina Garmendia. In the
meeting, which discussed the new projects such as technology
centres and the Science and Technology Park of Guadalajara, the
minister recognized the efforts that the regional government has
been doing both in the capacity building of the university
system and the system RTD and assessed the new proposals in
infrastructure

Angeles Garcia and Minister of Science and Innovation, Cristina
Garmendia, held a working meeting at the Ministry in which she
reviewed in detail the evolution of joint actions between
governments, confirming the commitment of funding and discussed
the new proposals on science and technology that already works
in Castilla-La Mancha.
The Minister and the Counselor discussed the
progress of the three most important actions that both
governments manage: Unique Strategic Projects to promote
industrial research in fields such as clean coal technologies
and energy crops, the National Center for Hydrogen Technology
Experiment and fuel cells, one of the Scientific Technical
Singular and the Institute of Concentration Photovoltaic Systems
(ISFOC), an international benchmark of this new technology not
based on photovoltaic silicon.
The minister recognized the efforts that the
Government of Castilla-La Mancha has done in the RTD system, and
appreciated the new infrastructure proposals as well suited to
the needs Spanish needs and perfectly recognizable to the
objectives for the financing of European funds.

Puertollano hosted a conference on the future of the

Over 80 people
responded to the call made by the Spanish Technology Platform
On April 2, 2009 in Puertollano was held a
meeting of the Spanish Technology Platform of Hydrogen and Fuel
Cell (PTE HPC), which was attended by over 80 representatives of
members of the Platform, other platforms interested in potential
synergies and other entities.
The day was structured into three sessions:
one focusing on Strategy and Planning Group (GEP) of the PTE HPC,
one on the JTI JU and the last one focused in projects that are
taking place in Castilla-La Mancha, in relation to hydrogen and
fuel cells technologies.
Finally there was
a technique visit to Elcogas
facilities.

Spanish Technology Platform on Hydrogen and
Fuel Cell meeting
The Deputy Minister of Science and Technology
of the Junta de Castilla-La Mancha, Enrique Díez Barra, opened
on April 2 the Spanish Technology Platform on Hydrogen and Fuel
Cell (PTE HPC) meeting.
Díez Barra said that Puertollano is an
example of the president's Barreda bet for knowledge, research
and innovation as a guarantee of sustainable development. The
city combines the generation of knowledge, technological
development and industrial production. Also, the regional
representative of the Government referred to the National
Hydrogen Centre that will be built in collaboration with the
Ministry of Science and Innovation and the Puertollano
Consistory, highlighting the important thrust that the Spanish
Hydrogen Technology Platform and Fuel Cell is giving this
project through its president, Javier Brey Sánchez.
The National Hydrogen Centre is one of the
Outstanding Scientific Techniques facilities approved by the
Presidents Conference that constitute the basic infrastructure
of the Spanish science and technology policy. Its development is
led by a Board of ten members equally elected by the Ministry of
Science and Innovation and the Government of Castilla-La Mancha,
and includes people from the University of Castilla La Mancha,
the Consejo Superior de Investigaciones Científicas (CSIC ) and
the Research Centre for Energy, Environment and Technology (CIEMAT).

Inauguration of the
Conference of the Spanish Hydrogen Technology Platform
The Deputy Minister of Science and
Technology, Enrique Díez Barra, visited Puertollano yesterday
with the deputy director general of the Ministry of Science and
Innovation, María Luisa Castaño, to inaugurate the conference
that the Spanish Technological Platform of Hydrogen and Fuel
Cells held for the first time in the 'energy city'.
The Mayor of Puertollano, Joaquín Hermoso Murillo, made an
extensive tour of the "different energy revolutions that have
lived in the city, from coal to the present emphasizing the
important bet in renewable energy sources."
Javier Brey, CEO of Hynergreen and president of the Platform
went back to the beginnings of this group in 2005 to "define how
it should be the future of hydrogen and fuel cells to be the
leaders in Spain in this sector.

than 300 experts discussed hydrogen research in Puertollano

The Spanish Technological Platform of
Hydrogen and Fuel Cells, formed by more than 300 people from 140
organizations, met today in Puertollano to discuss the research
on this technology and the present projects in Castilla-La
Mancha.
The Spanish Hydrogen Platform, hosted by the
Spanish Hydrogen Association and sponsored by the Ministry of
Science and Innovation, has participated in the design of the
Strategic Plan of the National Center of Hydrogen to be built in
Puertollano.
Castilla-La Mancha is an outstanding region
in investment and research, highlighted the Deputy Minister of
Science and Technology of the Junta de Castilla La Mancha,
Enrique Díez Barra. The forthcoming introduction of the National
Centre for Hydrogen and Fuel Cells in Puertollano and the
implementation of the pilot plant for hydrogen storage of
captured carbon dioxide of Elcogas, constitutes two of the most
clear examples of this project.

The Spanish

substitute for fossil fuels and the forthcoming introduction of
the National Hydrogen and Fuel Cells Centre in Puertollano
constitutes the most obvious example of this attempt. The junta
de Comunidades de Castilla La Manacha has aproved a guideline of
actions and objectives to make this Research Centre a bridge
between the scientific and business community in order to

Puertollano hosts a meeting of the Spanish Technology Platform
on Hydrogen and Fuel Cells

The event will present the initiative of this
organization and the reports developed by the Strategy and
Planning Group of the PTE HPC.
This report contains 10 measures selected as
priorities by the PTE HPC in short and medium time, the primary
responsibility to undertake such actions selected and the main
conclusions reached.

that are taking place in Castilla La Mancha in relation to

future energy landscape
Hydrogen is going to
take over from fossil fuels, and there will be a substantial
change in the energy scenario with the gradual insertion of this
element that will change our way of life. The National Hydrogen
and Fuel Cells Centre, to be located in Puertollano, aims to be
the incubator for this new technology to be employed on a
massive scale in a medium term. In the following interview,
Manuel Montes, director of , explains the goals of the

UCLM pofesor José Luis Valverde, member of the scientific
committee of the Hydrogen Centre

The Ministry of Science
and Innovation has appointed José Luis Palomino Valverde,
Professor of Chemical Engineering and Director of the Department
of Chemical Engineering of the Castilla La Mancha University,
due to his extensive experience in the field of hydrogen an fuel
cells. Palomino is also member of the Scientific and Technical
Advisor of the National Center for Hydrogen Technology
Experiment and fuel cells.

Together with Palomino,
there are eleven professionals from private companies and public
institutions in the field of hydrogen and fuel cells. Their
functions are to advise on the activities, scientific programs
and technological plans and experiments of the National Center
for Hydrogen Technology and Fuel Cells, and propose future
actions to improve the quality of the work.

The University
of Castilla-La Mancha (UCLM) has been the first Spanish
university chosen by the director of the National Center of
Testing Hydrogen and Fuel Cells Technologies, Manuel Montes
Ponce de Leon, to promote the new facility to be located in

The Deputy Minister of Science and
Technology, Enrique Díez-Barra, has revealed the Castilla La
Mancha Government's support in the Research and Development, as
demonstrated by the launch of the National Centre on Hydrogen
and Fuel Cells Technologies Experimentation, to be located in
Puertollano in collaboration with the Government of Spain.
Díez-Barra said that the regional government is aware that
hydrogen has an important role in the renewable energy. However,
he mentioned, this gas still requires study and research work,

The National Centre on Hydrogen and Fuel
Cell Experimentation () is a new facility devoted
exclusively to the research and the development of hydrogen
technology and fuel cells in Spain. The Centre was created as a
consortium between the Ministry of Science and Innovation and
Counseling of Education and Science of the Junta de Castilla-La
Mancha, framed within the Map of singular scientific and
technical facilities of the Spanish government. The Consortium

As a result of the selection process
initiated by the Centre in September for the selection of Junior
and Senior Engineers, Secretaries and Administrative Management,
the Centre has solved the recruitment of 10 engineers, 1
Secretary of administrative direction and 2 administrative, in
this initial phase of the project.

Creation of the consortium for the construction and operation of
National Centre on Hydrogen and Fuel Cell Experimentation
The Junta de Castilla la Mancha and the
Ministry of Education and Science have decided to create a
consortium for the construction, equipping and operation of the
National Centre on Hydrogen and Fuel Cell , with the
administrative headquarters in Puertollano.
The cost of the construction and equipping
of will not exceed 38.519.000 €.
Once built and equipped the Centre, the highest operating costs,
maintenance and research base, until 2021 are estimated in an
amount of 91.497.276 €.
financing shall be conducted at 50% for both
administrations, JCCM and MEC, both in the costs of design,
construction and equipment, such as the annual costs of
operation, maintenance and research base.

MANAGING DIRECTOR
The NATIONAL CENTRE FOR HYDROGEN
AND FUEL CELL TECHNOLOGY EXPERIMENTATION () is a new
Scientific Research & Technology Development Spanish Facility,
devoted to hydrogen and fuel cell technologies. The Centre has
been created as a Consortium of the Spanish Ministry for Science
and Innovation and the Castilla-La Mancha Regional Government,
as part of the implementation of the Spanish Roadmap of
Scientific and Technological Facilities.
The is devoted to
scientific and technology research in all the fields related to
hydrogen and fuel cell technologies, being at the service of the
national research and technology community and open to
international access and collaboration.
The Managing Director will be
responsible of the financial and administrative management of
the Centre and will report to the General Director, giving him
the technical and administrative assessment in all the
activities related to the economic, financial and administrative
areas, in order to ensure the success of the Centre.
Salary range and start date are to

The NATIONAL CENTRE FOR HYDROGEN AND FUEL CELL TECHNOLOGY
EXPERIMENTATION () is a new Scientific Research &
Technology Development Spanish Facility, devoted to hydrogen and
fuel cell technologies. The Centre has been created as a
Consortium of the Spanish Ministry for Education and Science and
the Castilla-La Mancha Regional Government, as part of the
implementation of the Spanish Roadmap of Scientific and
Technological Facilities.
Once the Consortium, the Strategic Board and Executive
Committee have been created, the period for selecting the
Director of the Center is opened. This phase is really important
for the future success of the installation. To continuos with
Consortium’s principles of excellence and transparency a Search
Committee has been created. The main purpose of this Committee
is to make a shortlist of candidates to be considered for an

Last 24th of January the 2nd General
Assembly of the Spanish Hydrogen and Fuel Cell Technology
Plataform was held at the Ministry of Education and Science, and
it was attended by one hundred professionals. Taking advantage
of the forum, the Vice advisor on Science and Technology of
Castilla-La Mancha, Mr. Enríque Diez Barra, presented the
initiative for the creation and implementation of the Centre, to
all members of the Platform, inviting companys, research centers,
universities and other institutions to establish future
collaborations with .

The Ministry of Education and
Science and the Castilla-La Mancha Regional Government sign an
agreement for the creation of a National Center for Hydrogen and
Fuel Cell Technology Experimentation.

Under the programme INGENIO 2010 and
integrated into the map Outstanding Scientific and Technical
Infrastructure, the Ministry of Education and Science has signed
a collaboration agreement with the Castilla-La Mancha Regional
Government, for the creation of a National Center for
Experimentation Technology Hydrogen and Fuel Cell, placed in
Puertollano (Ciudad Real). The budget for the project is 130
million euros for the next 15 years.
The Centre will be use for scientific and
technological research in all aspects relating to hydrogen and
fuel cell technologies and at the service of all national
scientific and technological community and open to international
cooperation. The Centre is inside the initiatives of European
cooperation and coordination in this field.
